研究方向

高教授过去25年来的研究之方向包括政府间国际组织的种种法律问题,包括区域性渔业管理组织(ICCAT、WCPFC、SPRFMO)、世界贸易组织(WTO)、世界卫生组织(WHO)、世界动物卫生组织(OIE)、国际民航组织(ICAO)等等。高教授过去12年研究重点在于涉及领土争端的海疆画界问题,大陆架界限委员会(CLCS)的实践,包括东亚国家之大陆礁层主张所引发之相关法律问题、南海岛屿主权及海域画界问题,以及南海仲裁案的管辖权及可受理性问题。多篇论文发表于Ocean Yearbook、Ocean Development and International Law、Chinese Journal of International Law、Journal of East Asia and International Law、China Oceans Law Review、International Journal of Marine and Coastal Law、Leiden Journal of International Law、Chinese (Taiwan) Yearbook of International Law and Affairs、国际问题研究、太平洋学报、比较法研究、法学评论、中国评论、边界与海洋研究、政大法学评论等等。

荣誉奖励

1. 1986年(大三)获得杰赛普国际法模拟法庭辩论赛台湾区域赛最佳辩手个人奖,并代表台湾地区参加在美国首都华府举行之国际准决赛

2. 1994年4月代表莱登大学赴巴黎参加Manfred Lachs国际太空法模拟国际法庭辩论赛,获最佳辩手个人奖。

3. 1992年10月考取台湾“教育部”硕士后留欧公费(四年)奖学金(科目为国际法)。
